
The Cheshire Resilience Forum brings together partner agencies to ensure a coordinated approach to preparedness and response, enabling an effective joint effort to minimise the consequences of any emergency.
The Forum includes 2 types of responders as defined under the Civil Contingencies Act (CCA) 2004
Category 1 responders: Organisations that play a direct role in responding to emergencies and are required to meet specific civil protection duties.
Category 2 responders: Organisations that play a supporting role in emergency response and are less directly involved. While subject to fewer statutory duties, they are required to share relevant information and cooperate with the Local Resilience Forum.
We are one of a number of Local Resilience Forums across England established in response to the Civil Contingencies Act (CCA) 2004 to provide a new legislative framework for civil protection in the event of emergencies in the UK.
In the event of an incident, the partnership agencies that form the LRF join forces to:
Consider the hazards that feature in Lancashire, assessing the impacts of the risk and providing this information to the public in a Community Risk Register.
Create plans to help make the risks safer, setting out how we will come together to respond should an emergency happen, and how we can help people get back to normal afterwards.
Ensure our response is coordinated when things do go wrong.
Carry out training and testing to make sure we are ready.
Identify lessons from incidents and exercises, learning as we go along to improve how we respond in the future.





Cheshire Resilience is a collaborative partnership known as a Local Resilience Forum (LRF). Within this structure:
We assess the most significant risks facing local communities, from severe weather and health threats to transport incidents and infrastructure challenges.
We publish a Community Risk Register that highlights these risks and promotes awareness and preparedness.
We support residents, businesses and organisations with information about planning, staying informed and learning how to respond before, during and after emergencies.
Our forum includes:
Category 1 responders — core emergency services and public bodies
Category 2 partners — organisations such as utility companies and transport bodies that assist in planning and response
Voluntary and community sector groups that play vital roles in resilience and recovery efforts.
Together, we share expertise, coordinate resources and plan exercises and responses so that when a crisis happens, our communities are better prepared and supported.
